How often can one resubmit their site to Search Engines?

This can be anywhere from 10-30 days for manual penalties, depending on how quickly you fix the problem, submit a reconsideration request, and have your request accepted. The recovery time can be significantly longer for algorithm penalties, with some companies reporting damage up to two years later.

I wouldn't recommend doing it too often, and when you ask for resubmission, wait for at least couple of days before you do it again.
